1. Convene. One question, one place. Anyone can propose a question. A working group opens when [number] people in that place ask for it.
2. Evidence. The facts that bear on the question are put beside it, each with its source and date. Software gathers candidates; a named person checks every source before it appears.
3. Question. The question is written in plain words, tested on people outside the group, and fixed. It does not change once voting opens.
4. Vote with a reason. Each person votes and writes why, in a sentence or a paragraph. Voting is [anonymous / named], and the rule is stated on the page.
5. Sort. Software groups the reasons into themes and shows where separate groups of people have reached the same conclusion without contact. Nothing is discarded; every reason remains readable.
6. Publish. The result, the themes, the reasons and the method are published on one page, with the date and the number who took part. A named person signs it off.
7. Deliver. The published result is sent to the person who decides, with the question they are asked to answer and a date.
8. Record. What the decision-maker did, said or did not say is recorded on the same page. The page stays up.
What the software does and does not do
It gathers candidate evidence for a human to check. It drafts plain wording for a human to test. It groups written reasons into themes and shows overlap. It writes the first draft of the summary, which a named person edits and signs. It never casts or weights a vote, never ranks people, never writes a reason for anyone, and never generates a quotation. The models used are named on Governance and safeguards.
How long it takes
