Exposing how UK institutions politically target their opponents.
The London Borough of Bexley Council has been caught using their public services to harm their residents. Journalists have followed one such victimised family since 2018. Year after year unlawful actions stopped this being heard in court. But events in 2023 ironically led back to this council apologising because they expect this being televised.
Bexley Council said, “Our teachers, health, and social care workers have harmed your family and we are sorry.”
Many countries are now benefiting from this case. Research with child and family-focused organisations reveals many were aware of such malfeasance. But because of the complexities of how it was covered up, it had continued. To put a stop to such malpractice in the UK, the following organisations are using this case to strengthen their checks on local authorities:

Misconduct in public office – 2018
On 06/04/2018, Sarah Robinson (Robinson) of NHS Oxleas was recorded giving a therapy session for a child (PersonA) to ‘become independent’. To get them to leave their family and live with NHS Oxleas mental health patients. That same day PersonA cried out to their family, “I am independent” whilst leaving them to go and live with FamilyB. Robinson ceased working for NHS Oxleas after PersonA’s family reported her.
- 09/05/2018 – FamilyB visited PersonA’s family to say they asked this council to keep PersonA living with them for as long as they make them happy. PersonA’s family sent a safeguarding risk warning to all public services of this council. All these organisations ignored this call for help.
- 29/06/2018 just 8 days later – This council used the school and NHS Oxleas, to make PersonA live in the home of FamilyB without an assessment.
- 02/07/2018 – Susan Gallop from this council tried to persuade PersonA’s parents to hand their parental rights over to the head of FamilyB. Still without an assessment.
- 24/07/2018 – Proving their family’s calls for help were never looked at by this council, PersonA cleverly gave their family’s letter warning about FamilyB, to FamilyB, who ironically presented it to this council who acted upon it immediately.
- 25/07/2018 – This council produced a child and family (CF) assessment on FamilyB proving their home is unsafe. PersonA received a life-threatening size bruise on their face. This council apologised to PersonA’s family and attempted to extract PersonA from the home of FamilyB, but failed.
Bexley Council’s misconduct with NHS
PersonA’s parents made a complaint against Robinson. But to prevent NHS Oxleas from being held to account, Clinical director Dr Lesley Ann French wrote this letter. A complaint of clinical negligence is unrelated to a safeguarding review. But this allowed Bexley Council to control the following actions:
- 10/08/2018 – Bexley Council falsified a 48 page CF assessment of PersonA’s family with 11 fabricated events.
- 15/08/2018 – Bexley Council created a highly corrupt child protection conference using this falsified assessment. This contained 13 more fabricated events. PersonA’s parents and eldest sibling attended. Robinson manipulated 12 public service professionals to think it is wrong for mental health therapy to be related to a patient’s experiences. Although PersonA’s mental health solicitors confirmed that trauma-related issues could last 10 years or longer if not treated professionally.
- All this council’s professional services voted that PersonA’s parents are unfit to parent children. The conference chair Donna Hillocks ordered Bexley Council to apply to the court to take away PersonA’s youngest sibling.
Bexley Council question – Please explain why you did not attempt to take away this family’s youngest child? This was the main result of this child protection conference. This child would be the most vulnerable if this child protection plan was not fabricated.
Bexley Council question – Why have you refused this family the opportunity to address the 11 fabricated events in the 2018 CF assessment, and the additional 13 fabricated events used for the child protection conference?
On 04/09/2018 Fiona Cisneros apologised for failing to deliver service. This was recorded with minutes. She agreed Robinson controlled this child protection conference but should not have attended because of the complaint against her. No one was held to account for misconduct. On 06/09/2018, Fiona Cisneros wrote to cease communicating when she was informed that the complaint was being kept open until action was taken.
Forced to live a lie
Under these circumstances, any child in their formative years will remember their own experiences of their family. They will also believe what they are being told by whoever has daily access to them. Extreme confusion is the most natural reaction for any child under this much duress. This will create and compound anxiety, and cause enough conflict to create voices and hallucinations.
This is what happened to PersonA. When they started living with FamilyB, PersonA had many emergencies involving the police and hospital A&E, because of self-harming. Their 100% school attendance suddenly dropped astonishingly below acceptable standards.
On 06/03/2019, this lawsuit was sent to Jacky Tiotto the director of this council’s childcare services. But within just a few months she abruptly left. Then, each named person on this website at Bexley Council was asked to give their side of this story. Everyone chose not to comment.
Regulators advise legal action:
- On 20/01/2020, the Office of the Parliamentary Commissioner for Standards advised us to pursue the legal remedy for that breach. If a court finding is made, then they will open an inquiry.
- On 31/01/2020, the investigating officer for Conservative party complaints advised us to seek legal action for what is clearly a complex matter.
- On 28/05/2020, the Local Government and Social Care Ombudsman published, “This matter would need to be addressed by a court.” And, “This is something that can only be achieved by a court.”
Human Rights and Equality Act:
Bexley Council harms families and in particular children under their care. Bexley Council has failed their legal duty to follow the Human Rights Act 1998 and has failed this family in the following ways:

- Article 3 protects you from being treated in an inhuman or degrading way.
- Article 8 protects the right to respect for your private and family life, and your home:
- The right to live your life without interference by the state.
- The right to enjoy family relationships without interference from the state.
- The right not to be separated from your family and to maintain contact if your family is split up.
- Public authorities must not prevent you from living in your home.
Equality Act 2010 includes the following law on discrimination. Placing a duty on the service provider to ensure they do not subject another person to a detriment because they have made a formal complaint.
